From the ED’s Desk - Thoughtful Decisions Matter

I am grateful for the recent news that a legislative repeal has succeeded in preventing the sale of the Philbrook Adult Transitional Facility by June 30, 2027. As a result, 16 transitional beds for individuals living with mental health challenges in our community have been preserved.
This outcome could have saved considerable time, expense, and frustration if a more thorough evaluation had been conducted a year ago, when this process first began.
As you may recall, the State budget called for the sale of Philbrook to direct the proceeds to the State's General Fund. The timing of the potential closing of Philbrook came at the same time another transitional facility had just closed and would have reduced capacity by nearly 25% for patients ready to be discharged from the State Hospital, dealing a significant setback to Mission Zero.
After a series of challenges—including identifying a new location, relocating residents who could not make the move, and addressing the emotional toll of losing one's home—NFI North, the organization operating the Philbrook facility, successfully relocated those beds, although they are now located 40 miles away.
Now, because of the legislative repeal, the Philbrook facility will remain available for use as a transitional facility, resulting in a net increase in available beds.
I share the view of those who believe the original decision was shortsighted and costly. It also sent a mixed message about the State's commitment to investing in mental health services here in New Hampshire.
I also find myself wondering whether this change in direction would have occurred without the Burkehaven Family Foundation's $3.75 million investment in New Hampshire's mental health system. While it is impossible to know for certain, the timing raises questions. I hope this experience encourages more thoughtful, long-term decision-making when it comes to protecting and strengthening our mental health infrastructure.
